Q.Cutting back and transplanting

I have a crepe myrtle which is growing into a tree but I want to keep it shorter. How far back can I cut it without ruining it. It must be about 10 feet tall now and has bloomed already

Also can hydrangeas be transplanted and what is the best method for doing so? I live in central New Jersey. Thanks in advance for your advice. I thought I had sent this previously but maybe you never received it.
