Cutting a. Young Paw paw tree off to reduce height and promote branching

The female tree is about 12 months old and 1.5 metres high.
When do I cut it back and is it ok to cut it back to around 1 m?

Yes, that can be fine. I would address what looks like a fungal infection starting, also. You can apply dolomitic lime and wettable sulfur to the soil and this will take care of the issue.
