Curling leaves on bird of paradise

Bought it as a small plant or year ago. It is now 24 inches tall, with a new leaf that is going to be taller. Has been growing almost visibly every day. It is in a 10” pot in a south window, and I water it almost every day. This morning I noticed that the tallest leaves had begun to curl and there was yellow and black discoloration and dots at the top of the leaves. I also found that there were white deposits on the leaves that I could only see with a 20x loupe. I am going to wash the leaves off with soapy water. Should I try neem oil, or is it possible it has got too much sun or water? Will appreciate any help I can get.

This looks to be a case of overwatering! This will easily lead to infections such as this.

From here you will need to treat this with a mixture of 1/4 peroxide to 3/4 water. Water this in once a week for 2 weeks. The infected growth with not recover, but the new growth should come out clean after that.

Make sure to only water after the first 2 inches of soil are completely dry down to 2 or 3 inches before watering again. This will prevent infections in the future.
