Curled on leaves Rosemary

My rosemary was potted and I overwatered a while back. Now it’s in the ground, from 4-5 months, and is doing really well.. but the old leaves are still curled. Any ideas why?

Once the leaves curl downward from the stress of overwatering, they will not return to a normal shape.
The new growth looks healthy.
