Crepe Myrtles Budding Out With New Growth Small and Deformed

My Crepe Myrtles are budding out, but the leaves are small and look deformed. What’s going on?

It is possible that the leaves haven't had time to fully expand yet. If you've had cold temperatures recently, the leaves could be showing cold damage. It won't hurt to fertilize according to package directions.
