crepe myrtle tree disease

My crepe myrtle tree has aphids and the leaves are glossy and it is dripping a syrupy fluid. How do I treat this problem?

Treat the tree with a pesticide. I prefer neem oil myself (https://www.gardeningknowhow.com/problems/pests/neem-oil-uses.htm ^[1]), but any insecticide will fix the issue.
