Crepe Myrtle Problems

I have (2) Crepe Myrtle Bushes, that are exactly the same. One of them appears to be very healthy, but the other one looks like it’s about to die. Both of them have flowered in the past. I’ve watered and fertilized them the same. They both get about the same amount of sun. Are you able to make a recommendation on the one that needs help, if it’s not too late. Photos are attached. They are likely rootbound. One may have been a little more accepting of it, or it could be less mature than the one that suffered.

Likely, repotting with fresh compost and potting soil mixed will help.If the roots are wrapped around and tangled tightly, then trimming off the entire bottom 1/3 of the root mass will help before replanting.

This is best done during dormancy, or just as the new growth comes out for spring.
