Crepe Myrtle Pest Problem

My crepe myrtles have small white bugs on the branches and webs around the leaves in some areas. What is this? How do I get rid of it? Also, saw the webs on a cleyera and camellia. And the hibiscus in a pot near the crepe myrtle has a white cottony substance on the stems of the plant.

Sounds like it may be any one of the following pests: Mealybugs or scales, which commonly affect many types of plants, both indoors and out. OR it could be attributed to the azalea bark scale, which is a seemingly new pest on crepe myrtles. It is an insect that is white and cottony looking and sucks the plant juices from the branches. OR cottony cushion scale.
