Crepe Myrtle Disease

My crepe myrtle is weeping some kind of liquid. The leaves look like it has been raining and the base of the tree looks like I hosed the tree down. What is the problem?

This is a sign of a pest infestation, either aphids or scale. The weeping substance is honeydew excreted from the bugs. Treat the tree with a pesticide. I prefer neem oil (https://www.gardeningknowhow.com/plant-problems/pests/pesticides/neem-oil-uses.htm [1]), but any insecticide will fix the issue.
