Crepe Myrtle Buds Do Not Open

Every year one of my crepe myrtle trees (dark magenta) has plenty of flower buds, but they do not open. The tree is in a sunny location, is being pruned properly, and watered as needed. All of my other crepe myrtle trees bloom beautifully. What can I do?
