There are many things that can cause this. I would recommend treating the tree with neem oil. This treats for pests and fungus, which are the most common causes of this kind of decline. If you can send some further details about how the tree looks, color of the leaves, condition of the bark and anything else you see wrong with the tree, we may be able to better pinpoint the exact disease.
