Crape myrtle tree

Recently moved. So have another’s garden to improve on. A crape myrtle tree apears to have been pruned down to ugly stubs for several winters. Last winter it was not. So now there are small spindle branches with the remains of dead balls from blossoms. These are 4 to 5 feet long. Question: Do I cut back as in previous years or leave branches on?
