I have clip them off but now I have large knots at the bottom of my crape myrtle. Can I cut the knots off smooth with the crape myrtle and then spray something on it so they won’t grow back? Thank you.

Cutting them off will result in larger knots. These bumps are like scars on a person. Cut out the scar and you just get larger scars. Unfortunately, there is no good way to reduce the knots. A tree that puts out a lot of suckers is normally under some kind of stress. If you can find out what that stress is and reduce or eliminate it, that should at least eliminate the number of suckers that grow.
