Q.Crape myrtle is full of big buds, but they are not opening

Our new crape myrtle is full of big buds, but the buds on the top are turning dark and not opening. We also have lost leaves, but are getting new growth and have had some blooms since planting (May 6, 2014) – but now nothing is opening. Do we have a problem?
