Crape Myrtle Growth

After an extremely cold winter, I pruned my crape myrtle tree and now it is growing from the bottom, not from the top where it used to grow from. It is a tree variety, not a shrub variety. Should I continue to allow it to grow from the bottom, or should I cut that growth off to encourage it to grow from the top? I’m afraid it may be dead on the top part due to the cold winter.

It could be due to weather. Unusually cold weather can damage developing buds. If it suffered from any cold damage, the tree may need to be pruned.
