Q.Crape Myrtle

I have several dwarf Crape Myrtles. All are doing well except for one that had MOLDY stuff all over the leaves. I read on GOOGLE that it was caused by stickiness from bugs. I sprayed for “bugs” and was SHOCKED to see all these HORRIBLE crawly things, about an inch long, crawling out from under the branches on the ground. They reminded me of crawly water bugs that get in the house sometimes, but I think they had wings. What are they? HORRIBLE! HELP!! Alice Horst
