Q.Covering a Huge Galvanized Link Fence

Our Bowls Club has a huge galvanized link fence between us and the football field. Size is approx 3. 5 m x 30 m long on which we are looking at growing honeysuckle and jasmine. The fence is facing east/west. We can plant anytime but have limited funds as the local council are footing the bill. Could you suggest a planting arrangement, ratio honeysuckle/jasmine and how far apart to plant?
