Q.Could You Advise The Best Type Of Plants/shrubs For Top Tier?

As per the photo I’m looking for to fill the top tier with colour,low maintenance all year round plants or shrubs. Probably only looking for 6 in total so wondered what would be best. The lower tiers I’m going to plant flowers and veg for the kids. Just wondered what would be best?
