Container Tomato Plant

I have these tiny seed like specs falling from my tomato plant. Can you tell me what they might be?

They are likely pests. There are several that it could be, such as aphids or flea beetles. Treat the plant with an insecticide. I like neem oil. It is organic and safe for people and pets. Here is more information:
