Combining plants in container

Can horsetail and creeping Jenny be combined and thrive together in a container?

Both of those can become highly invasive. They will compete each other for nutrients, and the horsetail will, more than likely, take over. They will stay in container together for a short time, but eventually, one will take the whole thing.
