Q.climbing hydrangea and trumpet vine

I bought climbing hydrangea 2007 or 2008 perfectly healthy large shiny green leaves never flowered what do I do?
When we moved into this hse there was a beautiful orangy/red trumpet vine on fence quite mature . In 2016 less flowers , 2017 no flowers – what can I do?

This will be hydrangea macrophylla. This is the most difficult one to manage to keep flowering, as most areas get slightly too cold for the old growth to survive. This only flowers on old growth, so if no old growth makes it, then there will be no flowers.
