Q.Claret cup or Hedgehog cactus

We have an abundance of Claret cup Cactus on our property in SE Colorado, at 7,000 feet in elevation. Last year and in year’s past, the lovely red blooming flowers were prolific. This has not the case in the spring and summer of 2016. Do these Cactus not bloom every year as I had thought? This spring, too, was not as wet as in 2015, and the summer has been much hotter, if these factors make a difference.

Environmental factors will certainly effect flowering.
This cactus does produce flowers yearly.
