cilantro picking

When picking cilantro, parsley, oregano, or basil, do you use the stems and flowers, especially cilantro? It says, use 1/3 top, but doesn’t say anything about using the stems. I want to dry it for the family, not just sure how to pick it. On parsley, use leaves. For basil, you use leaves. Just trying my luck at growing herbs, not sure how much you use for drying in a dehydrator for a later date. Can you use stems and cut up in small pieces with the dried stuff.
