It had a single green shoot but strong winds broke it off. It looks dead at the top of the trunk. Does it need pruning to stimulate new growth?

From the photo it doesn’t look good. If it’s been over a month or two and there is no new green growth appearing at the top, then that stem is likely dead.
If it was a recent event, water and fertilize and give it a month or two.
