Chinese Fringe Tree With Anthracnose? Or Overwatered?

New tree, in the ground about three weeks in full sun in front lawn. Also have identical new tree in backyard full sun with no issues. The tree pictured is yellow with spots. Would like some help identifying the problem. Perhaps it is as simple as overwatering. Comments please.

The soil may not be well draining. A soil test could help. Here are care tips and an article about anthracnose.
