Most Magnolia trees have brown undersides. Many grow very slowly compared to other trees. Southern Magnolias grow much faster than others, but still you can only expect 12 to 24 inches of growth per year.
This particular cultivar is meant for our Southern US climates USDA zones 6-10. Slow growth could indicate that it gets too cool in your area.
The soil must have proper fertilization and pH, as well. They will not want to remain overly wet. Any soil saturation for extended periods can have a negative impact on the tree.
