Cauliflower leafy, not producing a head

What can I do to help my plants to produce heads? They are very large and leafy, but no signs of heads. They are in containers and have been watered regularly.

They need cool weather in order to form heads. You can help keep them “cool” by placing mulch around the base of the plants, even container plants.
