How can you kill cat urine odor without hurting animals or plants?

Cat urine in the garden? Other than diluting it with extra watering [it may still linger] you may want to try planting some mint just to mask the odor. It grows like a weed in some climates.
Your real problem is keeping the cat out of the garden. That is now the cats litter box.
