Cassia Tree Not Looking Good, What Can I Do?

My tree looks droopy and the branches closest to the tree are looking bare. I’m not sure if the tree just needs food and, if so, what should I feed it? I do not see any bugs but is there a spray to keep it fungus and bug free?
