Carrots with black spots on skin

Carrots that show black spots on skin. Carrots are bagged in plastic. How to know if by removing the black spots by peeling the skin of the carrot it is safe to eat? The carrot itself is very firm.

The USDA recommends cutting off at least 1 inch below and around any small, moldy or black spots on a carrot, and then using the remainder. If most of the carrot is covered by the mold, discard it. Cooking might also make it safer.
