Caring for a 50% Still Alive Tree

I planted two dogwoods about three years ago. This year I noticed one of them only bloomed 50%. Could I have injured the bottom with my lawn mower?

While I doubt you could have done too much damage, I suppose anything is possible. However, dogwoods frequently have flowering issues, so it's mostly due to something else. This article may help:
