care of my african fuchsia tree

Question

Bought the above 3 months ago, was 1′ high , now about 15′ tall. Multiple suckers growing up as well as roots that are emerging from pot that want to grow over the edge. The main trunk is rather spindly and the secondary are even smaller. Need to learn how to prune and encourage flower propagation.
