Care of a Lilac Bush 3 Years Old

I have a lilac bush (wild one that I dug out of a neighbor’s yard) that I transplanted three years ago. It has a lot of offshoots coming from the bottom. I had to put chicken wire around it because the rabbits thought they were delicious. This year it has about three buds on it. Should it be pruned and the shoots cut off. And if so, when?
