There are a few pests that can attack Canna Lily, including, Aphids, Japanese Beetle, Canna Leafroller, and numerous caterpillars.

Pick off any caterpillars or Japanese Beetles that are visible.

If you can't see a pest, it could be Aphids or slugs.
