Q.Can You Transplant Crepe Myrtle Saplings To A New Location
I have very mature crepe myrtle trees in my front yard that have been there for 15+ years. Randomly I now have baby crepe myrtle saplings popping up in random parts of my yard ( Not right next to the tree trunk) these are 10-15 feet away from the actual tree. How does this happen? Can I allow them to grow a little bit and then transplant them to a new area? i’ve never seen this before!

Likely, they are seedlings from your shrub! They may not look like the original at all, or they may resemble it quite closely. This happens as they drop seeds. They can reproduce, both, sexually and asexually.
Before transplanting, I would wait until winter dormancy. This will ensure that there is no damage done, and they survive transplant. This article will explain how to do so:
