Can You Tell Me What This Insect Is?

Found a cluster of the insects on a wall beside this plant. Small and yellow. What is it please? Do I use bug spray?

It could be aphids but they are usually on the plant leaves, not walls. Spray some Neem oil on the leaves to protect them in case the insects move in.
