Can You Tell Me What Is Wrong With The Plants In The Attached Pics

The euonymus bushes, hebe plants and wisteria were all planted last September. They were covered in water for a day or so during the winter floods.

The euonymous likely has scale. Here are growing tips for hebe and wisteria that should help pinpoint the problem. The flood didn't help. Hebe shrubs need well-draining soil.
