can you identify what attacks my tomato plants?

Shortly after planting, the leaves show a white wiggly line. I was told it was a slug, but treated for night slugs with no luck. I spray with Sevin and use an organic fungicide, all with no luck. Eventually the leaves shrivel up and turn brown. Thanks!!
