Will the Poisettas make it outside in the ceramic planter with soil by being watered and given plant food 1 to 2 times a month????

No. They will die right away. Poinsettias are native to Mexico and Guatemala.
Only those who live in USDA hardiness zones 10-12 can plant their poinsettias outdoors. You live in zone 6b, where winter temperatures are often below freezing.
