I made a balm in the spring and it’s great. I want to make more and there are still leaves growing in my yard…

You can use them whenever they are available! It will make no difference when you harvest them, so use them whenever you have the opportunity. Although the leaves have many useful compounds, they will not carry the smell of the flower. The leaves make a wonderful balm, though, don't they!? :)
