Can I Surround Mature Dogwood With A Deck?

Question

Large mature Cornus Florida. Can I build deck surrounding it? Won’t damage root zone but will cover it. Watered by gutter downspout near it.

The only problem with that, I can see, is that it may get overwatered with no sun to dry out the root zone.

Dogwoods are prone to disease from wet soils.
