Q.Can I ‘sanitize’/’treat’ My Garden Soil Over The Winter To Eliminate Anthracnose On My Tomatoes?

I would like to know if we can do anything, once we have cleared out the garden for the season, to help prevent the anthracnose disease from emerging next year? We have tried the placing black plastic on the garden over the winter months. – No help. We have tried cleaning up any and all infected plants and fruit. Very disappointed in our gardens output this year. All the plants this year were ordered from an Organic place and they were supposed to be all heirloom plants.
