Can I reverse damage to a conifer that has lost all needles on one side?

This tree is ~25 years old, and no longer gets much direct sunlight because the trees around it have grown branches that cover it. Its lost its needles on one side. Is there any way I can nurse this tree back to health? I don’t think I can cut the branches of the trees that have created a canopy above it. It’s maybe 12 feet tall, so I don’t think I can transplant it elsewhere either. Any advice?

Getting more sunlight to the heavily shaded foliar canopy is the only hope. A skilled pruning specialist, local certified arborist may be able to achieve an aesthetic solution by moderate crown reduction and selective thinning to allow more light penetration.
