Can I restrict growth by leaving plant in pot?

We have an area outside which is 4 ft wide and 8 ft long. There are service pipes buried there about 18 inches down. I want to put some small shrubs there but do not want them to grow tall or wrap their roots around the pipes. Can I restrict the growth by leaving them in their pots? Also, what would you recommend, as I do not want anything which requires cutting or pruning.

Yes, works with bamboo and mints and can work for many other plants, however you must test the soil to what nutrients it needs, and fertilize according to the need of that plant.
