Q.Can I Restore My 1 Year Old Bougainvilla?

Hello! I have a one year old bougainvilla that has spent the past year growing up next to a 6 year old bigger bougainvilla. I recently noticed that this little plant no longer has any bloom. Both are on a patio without any shade. The little bougainvilla has bloomed maybe twice with beautiful purple/fuchsia color over pandemic. I water both once a week. Any ideas to help revive? Thank you!

Are you fertilizing? They need feeding, especially since they are in pots. And I don't see many leaves. Fertilizer should help that, too, as well as pruning. Has the older one had a potting soil refresh and some pruning? It is rather spindly. Here are articles that should help.
