All parts of the Laburnum tree contain cytosine, and this tree has a reputation of being toxic for humans, but I could not fine any clear reference to allelopathic properties (phyto-chemical suppression of underlying plant growth).
It would be safest to keep some distance. In any case, it may be unwise to plant a rose too close to any tree due to the shading. Roses do best in full sun.
