Q.pesticide on lemon tree while fruits are growing

Can I use pesticide on lemon tree while the fruits are growing? The leaves are yellow and curved with black dots. Some have white residues. I don’t want my fruits to be pesticides. I want them free from poison chemicals, but I think the tree is in a very bad shape.

Though not everything can be treated with Neem OIl it is a good treatment as it works as both an insecticide and fungicide.
