Can I Move My Newly Planted Bareroot Rose?

I have 2 bareroot roses I planted recently and I was wanting to move them to a new location. Would it be bad if I dug them back up and moved them again? I just don’t like the location I put them in. Both roses where planted in my backyard. Note-1st rose (Mr. Lincoln) was planted 3 weeks ago. When it was in its original packaging it did have some new leafs sprouting out but since I planted it, it has not changed. The 2nd rose, I just planted today (iceberg) and in the packaging it came in. It has a lot of growth. It has new stems and leafs.

It shouldn't hurt them to transplant again. Be sure you have the new holes dug before you dig up the plants. Also water them well the day before you dig them up.

Then after transplant, be sure to water well.
