Ideally, one should move buddlia prior to new growth in spring or once its foliage has died down in the fall. If your buddlia hasn’t put forth new growth, then you can go ahead and transplant it. If it already has started new growth, you won’t irrevocably damage the plant, you just may delay the onset of the blooms.
