Q.Can I grow flowers and plants above an old tree stump.?

I have an old tree stump in my garden from a tree a cut down a few years ago, I want to make a flower bed in the area it is in. Do I have to remove the stump or can I just cover it with soil and compost and grow plants and flowers as normal..?
